Automobile Administrative Fees for Lawrence Kansas Automobile Dealers. New sales tax law for Kansas car owners/sellers that took effect January 2025, this new law will greatly benefit Kansas private car sellers. (Revised 02-2026)
In November 2016, I did some research for a Kansas Legislator on automobile administrative fees that Lawrence car dealers are charging. I’ve updated the fees annually. Kansas auto dealers are unregulated on how much they can charge. The law states they can charge a reasonable amount. In a 2021 review, 16 states have regulations on how much a dealer can charge, varies from $80 to $500 with the average of $179. Kansas car dealers are not required to charge an administrative fee, it is up to the dealership if they decide to charge an administrative fee and charge everyone the fee. Good news as of July 2018, Kansas quit taxing automobile manufactures rebates. The rebate law has been extended for another three years. From my understanding the rebate law will be permanent and will be no longer taxed

**Possible dealer protection packages can be removed/fees waived.**
My first suggestion is to buy from your local Lawrence area car dealers, if you can. My second suggestion is to buy from one of the aggressive high volume, wholesale/invoice pricing, no/low administrative fee dealers out of state. I will list a few that I know of that are within a two to five hour drive. The plus to all this is you get a good deal and will register your car in Lawrence KS and pay all sales tax here. You can also use the big out of state dealer to leverage the local car dealer to give you a better deal.

-Laura Chevrolet, Chrysler, Dodge, Ford & Jeep in Sullivan MO. Below invoice pricing & $620 administrative fee.
- Louisburg Ford in Louisburg Kansas stated they will sell new Fords at $50 over invoice pricing, $499 administrative fee.
-Baxter Automotive Group, I spoke with one of the managers who advised they have dropped all fees, including administrative/required protection packages. Baxter Automotive has 20 dealerships in Kansas City, Nebraska, Colorado & Wisconsin and has been in business for 60 years. Brands carried in KC: Audi, Subaru, Honda x 2 locations & Toyota. Other brands carried in Omaha/Lincoln Nebraska: Subaru x2 locations, Audi, Ford x 2 locations, Lexus x 2 locations, Mercedes-Benz, Toyota x 2 locations & Volkswagens x 2 locations. Colorado Springs Colorado, Lexus & Toyota. Madison Wisconsin, Toyota. With Baxter, the prices are predetermined on each vehicle with no negotiations except for your trade-in. Baxter does follow market trends and tries to keep their new/preowned vehicles priced competitive. I have three family/friends who have purchased from Baxter Automotive in KC & Omaha.
House Bill 2098 Providing a deduction from sales tax or compensating use tax when buying and selling a different motor vehicle within 120 days. In other words you are no longer required to trade-in a vehicle to a car dealer to pay the difference in sales tax. You can sell your vehicle yourself and still get the sales tax credit within 120 days. Took effect, January 1st 2025. Missouri and Arkansas have had this law for decades. Pretty sure car dealers are going to hate this law. It’s common knowledge you can always sell your vehicle yourself for more money—-car dealers usually only offer low wholesale trade-in values for your vehicle but preach you pay the difference in sales tax. This bill was veto by the Governor but our great Legislators were able to override the Governor! You will need to fully complete state form #TR312 Bill of Sale and/or state form #ST-21VT Request for Sales Tax Refund.
Kansas car owners are plagued by unregulated administrative fees, 9th highest automobile property tax and 8th highest sales tax in the nation. 24 states have no automobile property tax, 5 states have no sales tax and 19 states have reduced automobile sales tax between 3%-6.25%. KS average sales tax around 9.3%.
